Pakistani Human Rights Defender Nayyab Ali Shortlisted for UN Special Rapporteur Role

Nayyab Ali becomes the first transgender woman shortlisted for the UN Special Rapporteur on Human Rights Defenders, marking a historic moment for Pakistan and global inclusion.

In a groundbreaking development, Nayyab Ali, one of Pakistan’s most prominent human rights defenders and policy experts, has been officially shortlisted by the United Nations Human Rights Council (UNHRC) for the position of UN Special Rapporteur on the Situation of Human Rights Defenders. This historic recognition makes her the first transgender woman ever shortlisted for such a high-level role under the UN Special Procedures system, setting a global precedent for inclusion and equality.

Speaking to the Associated Press of Pakistan (APP), Nayyab Ali expressed deep gratitude and pride over the nomination, calling it a reflection of the UN’s unwavering commitment to universality, dignity, and inclusion for all. “This acknowledgment is a reminder that the UN stands firm on equality and human dignity. If appointed, I aim to strengthen protections for human rights defenders, especially those from gender-diverse communities who face violence and exclusion worldwide,” she said.

The next phase of the selection process will be conducted by the Special Consultative Group, comprising representatives from Malawi, the Republic of Korea, North Macedonia, Guatemala, and Türkiye. The group will review the shortlisted candidates and make recommendations to the President of the Human Rights Council for the final appointment during the Council’s 61st Session.

Nayyab Ali currently serves as the Executive Director of Transgender Rights Consultants Pakistan and is also a Global Human Rights Fellow at Harvard University’s Carr Center for Human Rights Policy. Her remarkable career is marked by continuous advocacy for the rights of marginalized and gender-diverse communities in Pakistan and beyond.

She played a pivotal role in drafting Pakistan’s landmark Transgender Persons (Protection of Rights) Act, 2018 — a legislative milestone that granted legal recognition and protections to the transgender community. Over the years, Nayyab has earned international acclaim, receiving seven prestigious awards for her work, including the Franco-German Prize for Human Rights and the Rule of Law in 2020.

Her shortlisting has been widely celebrated across Pakistan and internationally as a significant milestone for transgender representation in global governance. Activists and policymakers have hailed it as a moment of pride for the nation and a step forward for the visibility and inclusion of transgender individuals in international human rights leadership.
